 A programming language is a set of commands, instructions, and other syntax used to create a software program.

Stroustrup(Danish Computer Scientist) [1994] says that a programming language is:-

  • a tool for instructing machines
  • a means of communicating between programmers
  • a vehicle for expressing high-level designs
  • a notation for algorithms 
  • a way of depicting relationships between concepts 
  • a tool for experimentation
  • and a means for controlling computerized devices. 

Programming Languages are notations, used for specifying, organizing, and reasoning about computations. Bjarne Stroustrup says:

If someone claims to have the perfect programming language, he is either a fool or a salesman or both.

Generally, Someone who writes software or programs for computers are Programmer. And to make software or program you need to write codes and that procedure can be considered as programming.
